Many MATE 1.18.x pks has received maintenance since 1.18.x was added to
Gentoo. mate-panel in particular, 1.18.2(Gentoo) to 1.18.6(Upstream).

Please update MATE 1.18 to latest maintenance release.

have you tried a simple bump as described?
The latest mate ebuilds are often first on 
http://gpo.zugaina.org/Overlays in the mate overlay.
you can test these and report so that the packages can get quickly to the tree.

There are none(or very few). A have done a few simple bumps but not all.
Gentoo is getting very behind and needs to bump the official repo.

Did another bump today, mate-power-manager to fix a SEGV making mate-power
useless.

I find it very frustrating to not even get a response MATE maintainers.
Guess I will just bump privately and not bother Gentoo any more
