Yes, there should be a message for the user, where to download.

If you bump the version I attached in bug 381073, you can close this bug as fixed.

Actually a version bump will not fix this problem.  This version should remain in the tree to support "legacy" printers since it appears xerox has issued new packages for newer printers which don't appear to support older printers.  I am not sure why fetch restriction is set on this ebuild.  I suggest that fetch restriction be removed because the ebuild is perfectly capable of downloading the package at the direct link:
