I've never had commit access to the main tree to commit myself. Is there still some way to contribute without this?
Proxy maintainers cannot directly push to the main gentoo repository, they have to submit contributions with pull requests or use other available method, see https://wiki.gentoo.org/wiki/Submitting_ebuilds. You can also check https://wiki.gentoo.org/wiki/Project:Proxy_Maintainers for more generic info about proxy maintaining.
Looks like icedtea was removed with 04e136cfdf7bdb7309dbbad0cfb427339569d0c8 You're always welcome to send pull requests that maintainers will check and merge!
