This is the gentoo introduction of the savIRC program, which has been around for a while, but only recently more streamlined by new developers (and one of them uses Gentoo.. guess who).

savIRC is a graphical IRC client, running totally on tcl/tk. It supports multiple connections, supports unicode and can be themed to a certain level. Since it's 100% tcl/tk, scripting is very straightforward.
