Since sys-libs/binutils-2.29 entered ~amd64 cairo started requiring sys-libs/binutils-libs-2.29 which is masked:

Also affecting me. Didn't notice it until I tried to setup a mingw-w64 toolchain with crossdev.

sys-devel/binutils-2.29 depends on sys-libs/binutils-libs-2.29. x11-libs/cairo does not set such a preference.
