Atm I cannot reproduce the problem. I see from the code that rtl-sdr is honored if installed, so there may be a chance for the observed problem. But tests on 5 different systems (amd64 and x86) could not reproduce the failure.
Sorry, I missinterpreted your log file - rtl-sdr was already installed on your system. Which version of rtl-sdr do you have?

It builds just fine with rtl-sdr installed. However, I am also unable to reproduce this error now. I'm fine if you want to close this and if I do run into this again I'll see if I can figure out why it is happening. I'm wondering if maybe I had some residual orphans somewhere from an ancient version of rtl-sdr - I'm sure I've had it installed in the past.

To be honest, I have only one problem in adding it to the deps. We would have to drop svxlink to unstable as rtl-sdr is not stabled.
