It seems that it's caused by net-libs/nDPI installed. Can you confirm?
Please uninstall nDPI on your system and try to re-emerge ntopng.

Confirmed. After uninstalling net-libs/nDPI, net-analyzer/ntopng-2.4 built and installed.

Seems to me that should be a dependency rather than being bundled in with ntopng.

Yes, it's done this way in later version.
The build system in ntopng is .. "strange" ;)
