You have mixed installation with bundle and portage gems. You have installation in /mount/redmine/ which somehow tries to pull update process to itself. I suggest to clean up system from bundle installation and try again.
...and, since current redmine installation is critical to your company, it's better to do in new clean system.
i have stripped all installed gems from the system before trying to install redmine via portage. i have the default install directory of /var/lib/redmine as a symlink to a special logical volume mounted under /mount/redmine/current (that is the only non standard thing i did)
OK, I got it. It seems you have installed dev-ruby/actionpack-xml_parser:2, but redmine requires dev-ruby/actionpack-xml_parser:0. Remove slot 2, mask it and install 0, after that switch to rails-4.2 (eselect rails set <number>). Meanwhile I'll commit proper fix in ebuilds.
Fixed in 3.2.7-r1, 3.3.4-r1, 3.4.2-r1.
Not sure if this is applicable, but I'll give it a shot (I am rather new at Gentoo bugtracker, please, bear with me if I do something stupid). Seems like the corresponding Pull request is still not committed (https://github.com/gentoo/gentoo/pull/6520) I had to manually download the 2 commits and apply them to my local portage tree to get it running.
