Ebuild cleanup for (1.2.2) & version bump to 1.3.1

Changelog:

1) Move global configs from /etc/* to /etc/dosemu/*, closes #60113
2) Doseum has application specific debug code, add USE="debug" support to ebuild
3) Bump FreeDOS package version to B9r5 (from B9)
4) Remove ./configure freedos support warning (portage handles freedos install)
5) Clean src_unpack(), No need to unpack FreeDOS to workdir.

6) Mark 1.2.2-r1 Stable on x86
7) Remove unnessecery compiletime patch for 1.3.1

I have tested this and it works perfectly here, I think you can version-bump this hanno.

I've added an improved dosemu-1.2.2-r1 ebuild which contains all your fixes (and some more).
Please test, I'll mark it stable in a few weeks.
