In the online package database(http://packages.gentoo.org/), there are links to the Changelog of each package, for example to
http://www.gentoo.org/cgi-bin/viewcvs.cgi/*checkout*/x11-base/xorg-x11/ChangeLog

According to http://bugs.gentoo.org/show_bug.cgi?id=10652 the 'www' should be changed to 'cvs'

Seems like it was supposed to be www and not cvs after all. So this bug is no more.
