Especially see comments on bug # 611688. This is a recurring problem with ruby packages, not conserver. Punting this to the ruby lead...

Fixed with public_suffix-3.0.0-r1.

I have also updated my testing scripts to search for these files during ebuild testing and error out accordingly. Hopefully that means we've seen the last of this.
