The above (official) distfile mirror is not reachable, actually I was not able to reach their web server either nor to ping their name servers.

Btw... It is a little hard to tell under which product distfile mirror bugs should be filed, since the mirrors product seems to be for rsync mirrors....

The university had lost their network connection completely due to a defective cable etc., see trouble ticket at http://www.rz.tu-clausthal.de/service/TT/2004-09-02.shtml (German).
Works again. Closing bug.
