With Xen 4.9 being out I think we could stabilize 4.8. Actually, we've been using it on 20 servers and so far so good.

em, generally I agree, I was thinking about doing this (4.7 is close to the EOL - Dec 2017)..
but let's roll out 4.9.0 first, usually we would like to keep "one stable one testing"

just found that xen-4.9.0 require >=sys-kernel/linux-headers-4.11
I probably would open a bug for tracking this ..

Yes, I tried building 4.9 before and found out that my kernel 4.9 is too old for it ;)
