This seems really suspicious as libxmlpp-2.40.1 was added to the tree 2015-11-14 and last stabilization keywording 2016-04-07. No dependency changes were done and they match what's in configure.ac. I also rebuilt it locally with ABI_X86="32 64" bump it succeeded as expected from reading the dependencies.

Your emerge-history properly lists those dependencies as being merge so I am closing this as invalid but don't hesitate to reopen if you have an idea of what's wrong.

I temporarily broke at my tinderbox the workaround for the infamous "Perl upgrade + XML::Parser" issue - maybe this bug was just a fall out of that.

Looking back at this now, might have been related to pkgconfig-0.28 large-file-system issue.
