This is backporting an upstream fix for some L10N build regression in stable, kde-apps/kde{,4}-l10n-16.12.3 L10N="fr uk ua" were affected in particular.

The resulting ki18n build should make possible a successful build of `L10N="fr uk ua" kde-apps/kde4-l10n kde-apps/kde-l10n`.
