On my system kernel.core_pattern is not set correctly at boot even though it is configured in /usr/lib/sysctl.d/50-coredump.conf. It works for me. What version of systemd are you running? Is /usr a separate filesystem? If so, is it mounted before systemd starts? Are you using an initramfs? If so, what do you use to generate it?
I am running systemd 233 +PAM -AUDIT -SELINUX +IMA -APPARMOR +SMACK -SYSVINIT +UTMP -LIBCRYPTSETUP +GCRYPT -GNUTLS +ACL +XZ +LZ4 +SECCOMP +BLKID -ELFUTILS +KMOD -IDN default-hierarchy=hybrid and have just checked, the issue is still occurring on my system. /usr is not on a separate partition. I am using an EFI stub kernel, building it with Sakaki's buildkernel scripts to automate secure boot signing. It creates an initramfs to allow the GPG / LUKS / LVM stuff to happen in early userspace, and stores it inside the kernel itself, so it will work under EFI with secure boot. By any chance do you have a broken setting attempting to hard-code this in /etc/security/limits.{d/,conf}? I did, and it led to a very funny, very frustrating, very tldr tale of systems-administrative woe
My limits.conf contains (besides comments) only > * soft core unlimited I don't have any files in limits.d. So I think that shouldn't be causing the trouble.
