If /var/cache/edb/virtuals is not readable by emerge, it does not generate a warning but goes on with wrong package decisions.

If virtuals is not readable it should _at least_ generate some kind of warning I think.

Reproducible: Always
Steps to Reproduce:
1. emerge dev-php/php-cgi
2. emerge -v squirrelmail
3. sudo emerge -p squirrelmail



Actual Results:  
[ebuild  N    ] net-www/apache-2.0.50  
[ebuild  N    ] dev-php/mod_php-4.3.8  
[ebuild  N    ] mail-client/squirrelmail-1.4.3a  

Expected Results:  
[ebuild  N    ] net-www/apache-2.0.50  
[ebuild  N    ] mail-client/squirrelmail-1.4.3a  

Background: dev-php/php-cgi is installed which provides virtual/php

Not a concern in 2.0.51 which will be stable in the next day or three.

Bug has been fixed and released in stable portages on or before 2.0.51-r2
