app-text/ghostscript-gpl support building without openjpeg, so it need an openjpeg use flag. But on 9.21 an upstream patch is needed (ghostscript bug #697677 http://git.ghostscript.com/?p=ghostpdl.git;a=commitdiff_plain;h=b8b1d543f)

When you disable openjpeg you dont have a standard-compliant pdf interpreter anymore, and that's not something I want to support. Building against the bundled openjpeg code is against Gentoo policies. So I dont see any point in this.
