I looked in http://www.ibiblio.org/pub/Linux/distributions/gentoo/distfiles/ 
and the latest version of gail that exists there is gail-0.16.tar.bz2.

does the file exist in your /usr/portage/distfiles/ ?
if so, try rm it and emerging again

No, the file doesn't exist there.

what version of portage do you have?

I had version 1.9, so that might have been the problem since upgrading to 2 
fixed some other problems. However, I still hove problems emerging x11-
themes/crux.
