It would be great if the ebuild support "epatch_user" / https://wiki.gentoo.org/wiki//etc/portage/patches

E.g for "early birds" like in bug 617630 or bug 618288

Reproducible: Always

Steps to Reproduce:
1. Put patches for vhba in /etc/portage/patches/vhba/
2. emerge vhba

Actual Results:  
User patches are not applied

Expected Results:  
User patches are respected

Workaround: Use the /etc/portage/bashrc hook described in https://wiki.gentoo.org/wiki//etc/portage/patches, but nativ support would be great

Fixed in vhba-20140928 without a revision bump. Also fixed in the new vhba-20170610.
