You forgot to rebuild libstdc++ consumers after your gcc upgrade:

I'm updating my pc from 2 days, read and performed the `revdep' commands and so far mesa and the stable chromium builds are failing to compile, currently I'm using the ~amd64 chromium build and might have to switch to unstable branch for mesa too. Did several reboots as I switched to newer kernel.

Your error suggests that llvm hasn't been rebuilt since the switch to gcc-5, did the revdep-rebuild command find several dozen (possibly >100) packages to rebuild, and did they all complete w/o errors?

I was still using the old 4.9.3 gcc when I ran them. Switched to gcc 5.4.0-r3 with `gcc-config' and was surprised to see https://pastebin.com/raw/en4vvZ3g

I was having similar problems.  gcc 5.4 had been installed some time ago, revdep-rebuild wasn't finding anything to rebuild, and mesa wasn't building.  What eventually worked for me was rebuilding the whole system: emerge -eauND --with-bdeps=y @world.

revdep-rebuild without any arguments will only find broken linking due to missing libraries, it will not detect this subtle breakage here.  That is why you need the specific targeted revdep-rebuild command given in the news item-- it forces rebuilds of all libstdc++ consumers, *even if no specific breakage is detected*
