Unfortunately, looks like upstream changed their website and put the source archive behind a login page. AFAIK there are no licensing restrictions on redistribution, so it could be mirrored.

Someone with an account will have to log in, download the archive, and mirror/host it elsewhere for this ebuild to work.

I wonder, as this ebuild is in the gentoo portage tree, why is the source archive not already mirrored on `distfiles.gentoo.org` to prevent issues like this one?

As of today, there is no RESTRICT=mirror in the ebuild and 
http://distfiles.gentoo.org/distfiles/opencascade-6.9.1.tgz
does exist.
