never build wacom plugin when turn on wacom device flag. It cause by a typo in an exists optional patch. The fixed patch is in attachment. Replace original might fix this bug.

I've pushed a fix for 3.22.2 in a r1 revbump (to get people to rebuild, in case they had wacom enabled), and will ask stabilization of that immediately in my upcoming batch.
