app-vim/neocomplcache seems deprecated, in their github page (https://github.com/Shougo/neocomplcache.vim/tree/master ) it says *Note: It is not maintained well. You should use neocomplete instead.* 

neocomplete is of the same author and for the same task, maybe gentoo should switch to the maintained version too?

Development on neocomplete has been stopped too. I suppose this bug should be closed then.
