There were 3 lines similar to "welcome this is the gentoo bugtracker" on the first page. I suggest to keep one of these and change the welcome text to: Please read the Gentoo Bug Reporting Guide first. Read the Bot Policy before running a spider, bot or some automated process against the Gentoo bugzilla. This makes it more tidy and the user can concentrate to the work. Reproducible: Always

We should try to avoid modifying the original templates whenever possible. I'm not sure if the welcome message from the orig. template is a problem.
