kdevplatform pulls in kaccounts-integration for the useflag reviewboard. This creates the Systemssettings option Online-Accounts. However, in order to be able to add any online-account the package kde-apps/ktp-accounts-kcm needs to be also installed.

Thanks for your report, fixed in KDE overlay and will be in tree with next kdevplatform release.
