If I try to make changes to anything in systemsettings as soon as I move the mouse
the panel disappears.
Hence no changes can be made.
As this is a rebuild of the complete system from scratch(new hdd mobo),in this case, there is another hassle in that the background is intense black on the lower
panel,icons show up ok,but the actual screens in use are almost unreadable.

What sort of settings in systemsettings are you trying to change when this breaks? Does plasmashell crash completely or does just the panel disappear? Do you have any onboard video at all (eg. intel)? If so, it would be interesting to temporarily disable ati/radeon to rule out a driver issue.

1trying to change mouse primary button,
2just the panel disappears, 

3only video is amd
4 plasma is still running ok

5 also missing is the minimise/maximse button set for all screens

5a this applies to xterm which has been rebuilt a couple of times,qterminal is ok

It is sad to read that you have problems with the software. 
We can not help you efficiently via bug tracker. The bug tracker aims rather on specific problems in .ebuilds and less on individual systems. 

With the provided information in this ticket we can not even assign the ticket to the right project.

I have had very good experience on the gentoo IRC [1] with questions like this. Of course there are also forums and mailing lists [2,3,4].
I hope you understand, that I will close the bug here therefore and wish you good luck on one of the mentioned channels.

Please reopen this ticket or report in a new one, if you have more details on a specific problem in an ebuild.
