I don't have any idea what's going on here. This works fine for me, including multilib build.
The pango-enum-types.h.template should be located just fine at /var/tmp/portage/x11-libs/pango-1.40.4/work/pango-1.40.4/pango/pango-enum-types.h.template and get found there, not get recreated by make.
The only idea I have is that your system clock is set to the past.
