I've bumped the snapshot and portage.
I think the app-portage/elt-patches is still missing in http://dev.gentoo.org/~grobian/distfiles/prefix-overlay-20170112.tar.bz2. The newest version of bootstrap-prefix.sh will download http://dev.gentoo.org/~grobian/distfiles/prefix-overlay-20170330.tar.bz2, but this file cannot be found in http://dev.gentoo.org/~grobian/distfiles/
