Stabilize dev-db/sqlite-3.17.0.

arm arm64 ppc ppc64 stable.

But all these arches needed sqlite-src-3170000/test/csv01.test to be removed to complete tests. Otherwise, ./testfixture does not terminate within 20hours on Apple G5, Pine64, Tegra TK1 (all ~2GHz) or G4 866MHz.

I've tested on ppc64,

3.13.0 (stable) doesn't have test/csv01.test
3.14.1 first appearance of test/csv01.test, doesn't terminate.
3.15.2 doesn't terminate.
3.16.2 (stable) doesn't terminate.
3.17.0 (now stable) doesn't terminate.

It's fine on my amd64, does it work on x86/sparc/...?
Strange that it's broken on all my non-amd64 systems (arm/arm64/ppc/ppc64).
