Emerge says:

 * This theme is an IceWM pixmap theme for KDE.
 *
 * To use this theme set the following options in the
 * KDE Control Center:
 *  o Appearance & Themes
 *    - Style = "fusionx-aqua"
 *    - Window Decorations = "IceWM"
 *      - Configuration [IceWM] = "fusionX-aqua"
 *
 * To make the theme visible in any currently running KDE session
 * execute the following command from a shell or the
 * KDE "Run Command" dialog:
 *    kinstalltheme

I noticed that even if I log out the theme will not become visible in the style section without kinstalltheme. Because of changing my kernel configuration I even rebooted my computer at the same time and noticed that the theme didn't come visible. This is not what emerge says you have to do. 


Reproducible: Always
Steps to Reproduce:
1. emerge fusionx-aqua
2. log out and back to kde
3. try to find the theme in control control 

Actual Results:  
Nothing in the Style section. 
Window Decorations and it's configuration are ok.

Is this still an issue with kde 3.3.x?

By the way, it is not clear whether you run kinstalltheme or not...
what the instructions in the ebuild should be?

The problem is that you can't see the theme in control center before you run kinstalltheme. The instructions say that you have to run kinstalltheme only if you want to use it in the running session but it has to be run for the theme to show up even if you log out and in. So it should say something like:

 * To make the theme visible execute the following command from a shell or the
 * KDE "Run Command" dialog:
 *    kinstalltheme
