Hi, I opened a PR for the bump here: https://github.com/gentoo/gentoo/pull/4303 I'm not sure I like adding back a module which was dropped more than 5 years ago. I'm pretty sure it's easy for you to compile it manually or to add it /etc/portage/patches. Also, the commit says "If someone needs them, feel free to resurrect." so I guess you could simply open an upstream issue.
ZNC 1.6.5 was added a while back: https://gitweb.gentoo.org/repo/gentoo.git/commit/net-irc/znc?id=1435e8b19be12bd06f0ef322a884bd70b9c05f6f As for the antiidle module, please ask upstream to resurrect it: https://github.com/znc/znc/commit/7f8fbc2294dc86c162fe2fa4cc855c29a1582901
