I have commited the two dictionaries to CVS, they should hit your local mirror soon. 

Two little comments:
1. The HOMEPAGE has changed from Dictionaries_zh_GB.php to Dictionaries_zh_CN.php, so it didn't work
2. When submitting ebuilds, please take care of broken headers. See http://dev.gentoo.org/~liquidx/ebuildmistakes/

they must changed recently, because i use this ebuild to emerge a week ago without any problems

Don't worry, I was talking about HOMEPAGE, which isn't used for fetching the package (that'd be SRC_URI), but shown when doing an 'emerge -s' or similar.
