virtual/mysql demands that any package that requires it have the server USE flag turned on. This means that mysql, mariadb and percona cannot be installed with -server, e.g. it is impossible to install just the mysql client.

This is was an error in the PDEPEND as described in IRC.

Fixed in mysql-multilib-r1 eclass
