libclc-9999.ebuild

The life version of libclc in x11 overlay is not working with llvm-4. Following ebuild based on the recent one from portage fixes that. I am not what effect it would have with llvm-3.9, but someone using libclc-9999 probably would want to have llvm-4 installed anyways.

There's not really a libclc maintainer in Gentoo. I've dropped it from the x11-overlay.
