Sorry, webmin lacks a maintainer in Gentoo, and everyone can easily install any themes they want without an ebuild. This kind of ebuilds causes lots of trouble due to unversioned release files, plus possible copyright issues (been thru this with gdm-themes).

WONTFIX unless you can find a maintainer for this.
