I have selectively upgraded to KDE Applications 16.12.x for KDE PIM 5. After the bump to 16.12.3 yesterday kholidays-16.12.3 failed to build, and the cmake output in the build log complained that ECM was <5.31.0. Upgrading *only* ECM to 5.31.0 made the build succeeded. Thus the dependency on ECM should be bumped to 5.31.0 (although other KDE PIM packages should probably be checked, too, just to be sure).
Please provide the build.log. That would be very interesting.

No hurry: the workaround is very easy. echo "~kde-frameworks/extra-cmake-modules-5.31.0" >> /etc/portage/package.accept_keywords
