The systemd unit puppet.service installed by app-admin/puppet-4.9.1 attempts to launch /opt/puppetlabs/puppet/bin/puppet, which obviously fails. The unit file should either be corrected or have its ExecStart directive overridden so that /usr/bin/puppet is called instead.
