When i try to emerge php, i get this:
Calculating dependencies ...done!

!!! Error: the <=dev-php/php-4.99.99 package conflicts with another package.
!!!        both can't be installed on the same system together.
!!!        Please use 'emerge --pretend' to determine blockers.

now, not only do i have php 4.3.6 emerged, but php-4.99.99 was never on my system... 

this is emerge -p php btw

Steps to Reproduce:
1. emerge php

Actual Results:

you misunderstand.
the block is:
'<=dev-php/php-4.99.99'
note the less-than-or-equal at the front.
EVERY PHP4 version blocks PHP5.
