Unfortunately, that output isn't written out to my ramdrive so I can't include the offending file. Dropping down to -ggdb2 or -ggdb1 works as a workaround if debugging is really needed. I believe -ggdb2 aliases to -ggdb1.
i don't think this is a regression. -ggdb3 with gcc-4.8/4.9/5.4 include #define lines in the output which rpcgen is not prepared to handle. that means all versions of glibc will fail to build with a compiler like this. i've moved this issue upstream and will resolve there. probably won't bother backporting though.
Current stable glibc does not have RPC-related code to build.
