Think this is the right patch for the ebuild

As per subject, this is the recommendation of xpra's author, who states:

• disabling lz4 is not recommended. I wouldn't bother enabling x265 either - it is too slow.
  http://lists.devloop.org.uk/pipermail/shifter-users/2017-February/001883.html

• lz4 is tiny yet it provides massive savings.

On Gentoo this flag pulls in only the package dev-python/lz4

x11-wm/xpra: Version bump. Set enable USE=lz4 by default (bug 609696, thanks Joe Stroller).
