in bug #36082 is suggested a "static" USE flag and it got into the 4.4.98*
versions.
Is there any deeper reason it's not in the >4.4.98 versions any more?

probably not ... mholzer version bumped it so who knows what the hell he was thinking ...

added back to 4.5.6
