A new version of sci-libs/scikits_learn is available 0.18.1.
Using the ebuild from version 0.17.1 with version 0.18.1 worked. Unfortunately the removed files the ebuild caused to errors.

sklearn bundles joblib and funcsigs.  It is considered very harmful for gentoo.  I have also committed a fix for the incompatibility issues.

Please test.
