we need this for supporting gcc-5

This has no stable keywords and no revdeps, so I'm not sure if it really needs to block gcc 5 stabilisation.

it had amd64/x86 keywords before the old ebuild was removed:

I did that on purpose, as discussed and acknowledged by dilfridge. He is pretty much the only consumer of this package in the tree, and will stabilise it when he needs it (this was agreed with him, in order not to hold up the GCC 5 StableReq and burden the ATs).
