New ebuild for mysql-connector-c++-1.1.8

The new ebuild for dev-db/mysql-connector-c++-1.18 won't compile without a workaround over MYSQL_LIB_DIR.

I upload the ebuild with workaround check out.

1.1.8 is removed from the repo and 1.1.9 works perfectly well without this parameter.
