I've been trying to assist one of our users in merging two of his accounts into a single account (he decided to change his username). I had him sign in to both his account and write me a message on his user space pages in order to confirm his identity and ownership of both accounts. As far as I know, we (the wiki project) has no official policy for this. Turns out that the wiki plugins necessary to merge accounts are only accessible to those in the bureaucrat group. The users in that group, as far as I'm aware, are no longer active on the wiki: https://wiki.gentoo.org/index.php?title=Special%3AListUsers&username=&group=bureaucrat&limit=250 I see no reason why I can't at _least_ be added to the bureaucrat group, or even as a full SMW admin.
