We should get it stable on amd64 and remove 1.11.0

The issues with app-emulation/runc-1.0.0_rc2-r2 failing to build correctly, see https://bugs.gentoo.org/show_bug.cgi?id=606444, should first be fixed before a Docker ebuild with a dependency on this version is stabilized.

For me Docker is no longer working when updating to app-emulation/runc-1.0.0_rc2-r2

Just updated to 1.12.6 and Docker is working for me again. Seems like there's an incompatibility between containerd-0.2.5 and docker-1.11.0, see https://github.com/docker/docker/issues/22670
