bootstrap-prefix.sh execution on emerging dev-lang/python:

The file can be downloaded using wget and ssl on another system. Also: "--no-check-certificate" works

bootstrap-prefix.sh was Downloaded from: http://rsync.prefix.bitzolder.nl/scripts/bootstrap-prefix.sh

I'll upload the files to the mirrors, they allow access without https.

Restarting the process should resume it.  Not entirely sure if the files are available already, if you don't want to wait, you can manually download the files and put them into $EPREFIX/usr/portage/distfiles/
