Can a version of Celery-4.x.x be added to the portage tree please?

As of this writing, the latest available in the portage tree is 3.1.24, though keyword-masked.  The latest stable is celery-3.1.17.

The first version of Celery-4 was 4.0.0-rc7, released 2016-11-02, and current stable version from their website is 4.0.2, released 2016-12-15 (along with the testing version of 4.1).

This builds, and the tests pass. I haven't launched the service to see if it runs yet.
