I have contacted upstrem in IRC. Let us see what they report...
Upstream has told me that it looks like a broken ragel. Can you please install the stable version of ragel and try again and report back, if that helps? If so, it might be a ragel bug and needs a new bug report for that.
It installed fine for me on a mostly-stable amd64 system, so that could explain the difference maybe.

I even removed ragel, and compiled it from source manually, and still get the error.
Which version of dev-util/ragel are you using?

As suggested I downgraded ragel to the stable version: [ebuild UD ] dev-util/ragel-6.7-r1::gentoo [7.0.0.9::gentoo] USE="vim-syntax" 1156 KiB and rspamd merged successfully here. (If more details are needed (emerge --info or similar), I'd be happy to provide it.)
So I guess rspamd does not yet support >=ragel-7.0. I'll restrict the dependency. Can you file an issue for rspamd upstream and link it here?

You can close this one, it has been fixed and it is obsolet now.
